We need YOU in Salem on Wednesday, March 26, 2025!
On Wednesday, March 26, 2025, the OCERA Coalition is hosting a combination Lobby/Testimony/Rally Day in Salem at the Oregon Capitol. This is the date our bill, SJR 28, is scheduled for a hearing with the Senate Rules Committee. We need all of our supporters, coalition members, and organizations from around the state to join us in Salem.
You can arrive at 9:00am (Lobbying), 12:30pm (Testifying), or 3:00pm (Rallying) or come for the entire day. We ask that you register with us if you plan to attend in person by filling out our March 26th Registration Form. Please plan on bringing a bag lunch since there may not be time to step away for a lunch between lobbying and testifying. If you are planning on staying for the rally, don't forget to bring a sign!

SCHEDULE
9:00am: OCERA Lobbyists arrive in Salem
Inside the Capitol, on the 2nd floor of Senate wing.
9:30 - 11:00 am: LOBBY Legislators
Drop RTHE updated one-pager, speak to staff or a Legislator, and Ask: “Can we count on your support to refer our RTHE constitutional amendment to the voters for the 2026 election?”
11:00 - 12:30 pm: Lunch
Help set up at Rally Site (north side green at Capitol (across Court St.)

12:30 pm: Arrive for Testifying to Rules Committee
Those giving testimony arrive outside the hearing room on the 1st floor of the Capitol. We will organize speakers and explain how the hearing will be conducted.
1:00 - 2:30 pm: TESTIFY - Senate Rules Committee hearing on SJR 28
We hope to learn soon how much time will be given to our bill in this meeting. We anticipate that there will be a limited number of speakers who get to testify before the committee. We will be working to determine how many people can testify and will be prioritizing Youth, Expert Witnesses, Our Children’s Trust and OCERA supporters. Stay tuned for more details as we get closer to March 26.
3:00 - 4:30: RALLY!
On the north side of Capitol, outside on the lawn on Court Street(across from the construction). This is the part of the day we need the largest turnout! We will have TV, Radio and media attention, and we need to show by the size of the crowd how important this bill is to the people of Oregon! At the Rally, we will have a few speakers, updates on the day’s highlights, and where we go from here.
We will be sending out a Testimony toolkit by email for those testifying in person and for those submitting written testimony:

People who testify in person at the Rules Committee hearing will need to register on OLIS under the SJR 28 bill (Oregon Legislative Information).

For those who wish to submit written testimony, we will send a link where you can submit your statement. We will also provide: 1) sample talking points; 2) more detailed issues-based talking points; and, 3) pre-written statements for those who don’t have time to write a personal statement. In addition, The Rules Committee will be paying close attention to how many attend the hearing as well as how many submit written testimony via the OLIS website. There will be more information on this as we get closer to March 26th!

Finally, this opportunity to amend the Oregon Constitution is a way to make significant progress at the State level in the midst of the chaos occurring at the Federal level.
We the people have the power! We stand up, we show up, and we demand that our State government is looking out for all of us, especially for the children and future generations!
